ATHLETE REGISTRATION and USA SWIMMING MEMBERSHIP
Important Athlete Registration Reminder to Club Registrars:
Before you begin the registration process, please open your Hytek TM database (Setup/Preferences/Registration) and change the registration year, full-year registration fees (USA Swimming is $48, CSI is $11, total is $59) and the address to your club's registrar (not the CSI Registrar).  Please contact office@ctswim with any questions. Athlete registration, submitted by clubs, will be done using swim software.  No handwritten applications will be accepted.  If they wish, clubs may maintain their own file of signed athlete-member applications.

Athletes Joining USA Swimming Independently of a Club: Parents of athletes with no affiliation to a USA/CT Swimming club should contact Judy Snow (snowjj@cox.net) to obtain membership/registration information. Athletes entering CT/USA Swimming meets independent of a USA Swimming club or coach shall: 1.) be under the supervision of a USA Swimming coach for the duration of the meet and it is the swimmer’s responsibility to make arrangements with a USA Swimming member coach prior to the meet. Athletes unaccompanied by a USA Swimming coach will not be permitted on deck.  2) be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water.  It is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. The name of the USA Swimming member coach supervising the athlete and racing certification should be submitted to the Meet Director with the entry into the swim meet.

Reminder: No registrations will be processed without payment.

Procedures:

The CSI Club Registrars will handle athlete registration. Athletes not affiliated with a club should email snowjj@cox.net for instructions.

All swimmers must be registered prior to entry into a USA/CSI Swimming meet. Each club must submit a Hytek sd3 registration file with the complete requested information. This includes citizenship (mandatory), ethnicity, full name, middle initial (prefer full middle name), parent names, etc. As of 2011, USA Swimming has added a space for year of graduation from high school (optional).

Any 2011 Seasonal Athlete must be renewed immediately. The seasonal membership expired on August 15, 2011. Seasonal membership will open again April 1, 2012.

Export a .sd3 registration file from Hytek and send by email to your club's CSI registrar. Include a Hytek roster file and payment or credit card payment receipt. Any additional swimmers during the season must be registered via electronic sd3 files.  In your club’s database, remember to change all summer seasonal swimmers to full year members.

Payment or receipt is expected at the time files are emailed to facilitate input. Registrations without payment will not be processed.

Every family should be asked to verify all the information on a registration form for each child before they are input into the club computer for the year. This includes citizenship.

Clubs may request a current roster with 2012 registrations exported from the USA Swimming registration database. A list of each club's athletes, USA IDs, and registration status is available as a Connecticut FAST query. Contact office@ctswim.org for the password.

Transfers should be submitted using the online system.

OUTREACH SWIMMER REGISTRATION

Athletes currently eligible and receiving U.S. Government Federal free lunch (National School Lunch Program) may qualify for the Outreach program. This program allows an athlete to join CT Swimming and USA Swimming at a reduced fee of $7 ($5 USA Swimming fee and $2 LSC fee). In order to register as an Outreach athlete, a letter on school letterhead and signed by the principal, must be obtained and submitted to CSI. This letter is to state that the named child is currently receiving Federal free lunch for the current school year. Those athletes attending private schools should contact office@ctswim.org for family income threshold information. Verification of eligibility must be renewed with each membership application.

Club Registrars should identify eligible athletes as "Outreach" on all paperwork submitted with the sd3 file, roster and payment or receipt.
Parents of athletes not affiliated with a club should download an application and email snowjj@cox.net for registration instructions, coach requirements, and racing start certification requirement.

Connecticut Swimming Championship meet entry fees (splash fees) are waived for Connecticut Swimming Outreach athletes. Outreach families are encouraged to contact their CSI member club/team or a CSI club/team in their area and inquire about reduced fees for club membership and splash fees for non-championship CSI meets. A list of CSI clubs by name and/or location is available through Connecticut FAST query "Teams- by Name or Teams - by City." http://www.ctswim.org/ctswim/policies/outreachentryfees.pdf

Registration Policy for Connecticut Swimming

A SWIMMER MUST be registered before competing in a meet. All registrations must be in the hands of the REGISTRATION COORDINATOR for the swimmer to be considered registered. There are no pending registrations or registrations to be held by the clubs. If a swimmer is not registered, they are not a member of USA Swimming and therefore not eligible to compete in meets or to be considered for awards, honors, or NVTs [formerlyOVCs]. There are no retroactive registrations or NVTs.

If a swimmer is entered in a meet and competes without registration, USA Swimming RULE 302 on athlete registration, permits the LSC to assess a $100 fine per swim to a coach or club representative who indicates that a swimmer is registered for a meet by entering the swimmer in the meet, when in fact that athlete is not duly registered.

Registration regulations are part of the USA Swimming Rules and Code under which all clubs and swimmers are expected to operate.

11/2001 – Amended to read fine of $100 per swimmer payable by the club for entering and swimming an unregistered swimmer.

COACHES are to be registered and the credentials and fees in the hands of the coordinator BEFORE a coach is on deck. Deck registration of coaches is NOT permitted.
