Registration Policy for Connecticut Swimming

A SWIMMER MUST be registered before competing in a meet. All registrations must be in the hands of the REGISTRATION COORDINATOR for the swimmer to be considered registered. There are no pending registrations or registrations to be held by the clubs. If a swimmer is not registered, they are not a member of USA Swimming and therefore not eligible to compete in meets or to be considered for awards, honors, or NVTs [formerlyOVCs]. There are no retroactive registrations or NVTs.

If a swimmer is entered in a meet and competes without registration, USA Swimming RULE 302 on athlete registration, permits the LSC to assess a $100 fine per swim to a coach or club representative who indicates that a swimmer is registered for a meet by entering the swimmer in the meet, when in fact that athlete is not duly registered.

Registration regulations are part of the USA Swimming Rules and Code under which all clubs and swimmers are expected to operate.

11/2001 – Amended to read fine of $100 per swimmer payable by the club for entering and swimming an unregistered swimmer.

COACHES are to be registered and the credentials and fees in the hands of the coordinator BEFORE a coach is on deck. Deck registration of coaches is NOT permitted.

 ATHLETES

The CSI Club Registrars will handle athlete registration. Athletes not affiliated with a club should email snowjj@cox.net for instructions.

All swimmers must be registered prior to entry into a USA/CSI Swimming meet. Each club must submit a Hytek sd3 registration file with the complete requested information. This includes mandatory citizenship, ethnicity, full name and middle initial (prefer full middle name), parent names. Do NOT enter names in all capital letters. This includes athletes registered in batches or individually.

Only full-year memberships are allowed from September 1, 2009 until April 15, 2010. Any 2009 seasonal swimmer MUST BE registered immediately. The seasonal membership expired on 8/15/09.

The computer file should be sent by email. Also, include a Hytek roster file and payment or receipt from credit card payment. Any additional swimmers during the season must come in on sd3 files. Be sure that any file sent has data in it. All summer seasonal swimmers must be changed to full year members in your club’s database (See Hytek Users Manual). They will fall out of the database if not changed to full-year.

Payment or receipt is expected at the time files are emailed to facilitate input.

Note well. Take all of the old sd3 files remaining on your computer or put them into a folder labeled with the past registration year and get it off the current roster. ***All files for 2009 must be designated and identified properly beginning with Batch 1. There should be a specific date attached to that file as well as team initials.

Every family should be asked to verify all the information on a registration form for each child before they are input into the team computer for the year. This does include citizenship.*** Parent names are to be put in the correct parent blanks on your files. Many have been put in wrong spaces for father and mother!!

Clubs may request a PDF file available with 2010 registrations that will have as complete a name as SWIMS has and the DOB and ID number for the swimmer. Please check your information matches that record.

Transfers should be submitted using the online system.

OUTREACH SWIMMER REGISTRATION

There are specific items which must be submitted in order for registration of these athletes. Outreach athletes must be currently eligible and receiving FEDERAL free lunch. The school must issue a short letter on letterhead to the registrar at the time of registration stating that the named child is receiving FEDERAL free lunch for the 2008-09 school year with signature of the principal. The State of CT eligibility does NOT qualify. This is a national rule. Athletes must re-qualify yearly.  Eligible swimmers are verified through the registrar. There are national and LSC fees for the swimmers - National fee is $5.00 and LSC fee is $2.00. Submit registration with these swimmers clearly identified as "Outreach" and include the eligibility letter from the athlete's school.

The swimmers must be correctly identified to the registrar and all paperwork submitted with the sd3 file, roster and payment or receipt.
