Technical Planning Committee
Summary and Recommendations of Meeting of 11/29/02
In Attendance: Nick Cavataro, George Miles, Dave Reilly
Order of Business: Examination of 2002 CT LC State Championship and recommendations for the future conduct of said championships. Recruitment of Committee Members
The committee readily agreed that a most urgent problem facing CT Swimming is its LC State Championship, a meet having evolved to an entirely unacceptable state, specifically, having exceeded facility limitations, as evidenced by the excessively late conclusion of Friday’s, Saturday’s and Sunday’s slate of competition.
Prior to further examination, the committee also agreed that the meet would best serve all involved if its Friday – Sunday sessions be firmly and strictly confined to a time frame beginning no earlier than 7:30 AM, and ending no later than 8:30 PM. Aware that there are proposals being voiced regarding this same concern, specifically the Sr. Committee’s proposal of excluding the 15/Overs from future LC State Championships, and J. Levine’s counter suggestion of excluding the 10/Unders from future LC State Championships, the committee conducted an in-depth examination of the 2002 meet with the hope of discovering a less drastic resolve to the dilemma.
The examination produced the following discoveries:
· 10/under Girls prelim events averaged 4.3 heats per event.
· 10/under Boy prelim events averaged 4.6 heats per event.
· 11/12 Girls prelim events averaged 5.3 heats per event.
· 11/12 Boys prelim events averaged 4.5 heats per event.
· 13/14 Girls prelim events averaged 6.2 heats per event.
· 13/14 Boys prelim events averaged 4.6 heats per event.
· 15/18 Girls prelim events averaged 5.5 heats per event.
· 17/18 Boys prelim events averaged 3.6 heats per event.
The afternoon sessions, 9/10 and 11/12, averaged 4.6 (5) heats per event.
The morning sessions, 13/14 and 15/18, averaged 4.9 (5) heats per event.
Based on these discoveries, combined with inarguable facility constraints, it was unanimously sensed by all that the meet nevertheless could be brought back into control, simply by limiting all individual events of the prelim sessions to 4 heats apiece, and by further limiting the final sessions to consolation and final heats for 11/12 events, and a final heat only for all 13/14 and 15/18 events.
A time line computation reflecting the above conclusions suggests the following format is attainable for the 3 days in question:
A 7:30 warm-up, a short 15 minute break between morning and afternoon sessions, an hour break between the conclusion of the afternoon session and the start of the finals session, a daily conclusion of 8:30 PM.
This being said, time standards should be determined by the following formulas:
· LCM time standards for this meet need to be established by the use of the previous year’s 32nd place per each event.
· SCY time standards for this meet need to be fluid, and determined each year at the SC State Championships, using the faster time of the 32nd entry or the 32nd place of the meet.
Other minor issues to be further resolved by the committee are a tweaking of the order of events, relays, and placement of the 800s and 1500s.
Lastly, the committee does recognize that the above recommendations will affect to a degree the existing format of the Regional Championships, quite possibly lending more merit to the argument of creating an additional Regional Championship venue.
A list of coaches and volunteers thought to be possibly interested in serving as members of Technical Planning was put together. Nick was to canvass the individuals as to their willingness to serve and report back as to the results
