CONNECTICUT SWIMMING INC. PROGRAM DEVELOPMENT COMMITTEE Minutes of Meeting June 10, 1997 Present: Chris Pac, Beverly Medlin (CAT), Ellen Johnston (WRAT), Rob Riccobon (NES), Mary Anne Condon. Absent: George Miles, Chris Michaelson, Mary Lynch, Athlete Reps. Audience: Ed Steinaggel (LEHY), Linda Ducharme (LEHY). The meeting was called to order at 8:00 P.M. at the Orange Community Center. Minutes from the April 17 and May 13 meetings were presented and accepted. Age Group Committee: Bev reported that her committee had met on May 6, 1997, and that preparations for Long Course AG Championships were discussed. Nan Cooper (WCA) will be the Meet Entry Chair for the meet. Awards were discussed as well as apparel that will be sold. AG Committee will be looking for feedback from coaches regarding the change in order of events re: the 400 Medley and 400 Free relays for 12/U. The committee is also recommending that Program Development consider dropping Consideration Times (CT) that are currently in use for the heat limited events at championships in favor of Automatic Times (AT) only. After discussion, Program Development APPROVED the elimination of CT from CSI championship meets. Referred to George Miles for revised AT time standard. It was also APPROVED to eliminate heat limited events. Program Development APPROVED keeping the 400/500 Free and 400 IM as timed finals at AG Championships with the fastest heat swimming as the first event at the finals session. Senior Committee: Ellen reported that she is still trying to reach Joe Bernal regarding planning for the continuation in March 1998 of the CT/NE Senior Championship. PD also discussed the possibility of a 2nd tier meet that would be held in the afternoon for those who do not make the cut-offs and how this might allow teams to bring more of their 13/O swimmers to the meet. Program Operations Committee: Mary Anne reported for Mary Lynch. Again this LC season, meet sizes are varying from heavily oversubscribed to very undersubscribed. Technical Planning Committee: No report. Coaches Representatives: Rob again reported that he plans to open dialogue with CIAC regarding high school/USS relationship. Athlete Reps: No report. Mary Anne asked that the 4-hour rule be added to the agenda. She reported on the history of this rule in CSI and at the national level. After discussion, Program development APPROVED the following: Effective September 1, 1997, all preliminary and/or timed final sessions at CSI-sanctioned meets (with the exception of championship meets) which include any 12/U swimmers must be completed in four hours or less. Teams which exceed the four hour limit shall forfeit their sanction fee and shall be subject to additional fines and/or penalties as determined by the Meet Sponsorship Committee. Chris distributed a Planning Calendar to each committee person present and asked that this be used in preparing their 97-98 meeting schedule. Discussion followed regarding the bid procedures for Short Course 1997-98. The bid form will be going out to teams in a mailing this weekend. Teams should note the following policies as APPROVED by Program Development: 1) If a team is asked to run an unbid AG Qualifier and refuses, they will lose any other meet they may have been approved to run. 2) Dual meets are highly discouraged. Any times achieved at dual meets may only be used for entry into AG or Senior Championships. They may not be used for zones, Top 10/16 or records. 3) As part of CSI's cut policy, 7/Us will be cut first from oversubscribed AG Qualifier meets before events are cut back. Program Development then adopted the following as regards the 1997-98 Short course Championship meet format: 1) Effective September 1, 1997, Bronze and Silver Championships shall be combined into three (3) meets to be know as CT Regional Championships. (Program Operations to determine divisions). These meets shall be conducted in traditional age groups (i.e., 10/U, 11/12, 13/14, 15/18) and shall require that all swimmers meet minimum time standards but not exceed the maximum AG Championship time standard for all events with the following exceptions - there shall be no minimum time standard for 50 yd. events for 12/U swimmers and no minimum time standard for 100 yd. or less events for 13/O swimmers. Refer to George Miles to determine time standards. 2) There shall be no heat limited events. 3) Awards to be determined by CSI. 4) 8 and Under Championships will be conducted as one single age - events will be run 8/U. There shall be a distinctive ribbon awarded to the highest placing 6 year old and 7 year old in each event. Meeting adjourned at 10:00 P.M.
