Present:

The meeting was called to order at 7:40 p.m. by General Chairman Steve Carroll. Steve welcomed the former, current and new board members.
Approval of Minutes: A motion to accept the minutes of June 21, 2000 was made, seconded and approved.
Approval of the Agenda: The agenda was accepted as published.
OLD BUSINESS
Task Force:
Jeff Allen has directed Nan to send an informal questionnaire to the target audience, which includes coaches, board members and committee members. After the survey results are in the Task Force will meet.Bylaw Revisions: The committee has not yet met but will before the next board meeting. Board members should review the Bylaws and send their comments to Clark Cooper.
Officials Headsets: Bill Repass reported that the new headsets which were purchased did not work well and were returned. An attempt will be made to repair the old ones. Bill would like to purchase three new sets at $60.00 per set. A motion was made, seconded and approved to allocate the money to purchase 3 new headsets.
Officials Recognition: Bill Repass will purchase nametags incorporating the CSI logo to recognize officials who have served for 5 years, 10 years, etc. Officials will be recognized at the Officials annual meeting.
NEW BUSINESS
Unregistered Athletes:
Judy Snow reported that we are still having a problem with unregistered swimmers competing in CSI sanctioned/approved meets. This is of special concern because of insurance liability. According to USA/CSI policy, there is a $100 fine per swim for teams who enter unregistered swimmers in meets. After lengthy discussion the following motion was made and seconded: For the upcoming short course season the fine for unregistered swimmers will be $100.00 per swimmer per meet. After that, the fine will be $100.00 per swim per meet for unregistered swimmers. Offending teams must be notified by the meet manager of any unregistered swimmers. The motion carried with one opposing vote.Transfer Forms: Some coaches will not sign release forms because a swimmer owes money or because of other issues. In such cases a swimmer may swim unattached with a new club, but may not swim in relays. Only if a case goes to court may a swimmer be prohibited from swimming in meets. Judy Snow was authorized to sign transfer forms on behalf of a previous club unless the swimmer owes money to the previous club.
Non-CSI Registered Athletes: A discussion was held regarding two non-CSI registered swimmers who swam in the LC Age Group Championship meet and one of two also swam in the zone meet (subsidized by CSI). This violated CSI's swim policy for closed meets. As a result of consultation with the Officials Chair at USA Swimming and because of the culpability on CSI's part, it was agreed to let the medals and scoring stand. Swimmers will be removed from the CSI time's database. Nan was directed to send a letter to both clubs involved informing them that this will not be tolerated in the future.
Elite Training Camp:
Tim Quill is investigating four locations in Florida for an elite training camp to be held after Christmas. (Swimmers would return on the morning of New Years Eve.) Ellen Johnston has been elected by the Senior Committee and is interested in heading up the camp. A budget will be developed and approved by email since the board will not meet again before the camp.Banquet: Ken Block recommended that the swimmers' awards be presented last as to ensure that the participants remain at the banquet to see the special awards and speakers. Two swimmers who swam in the USA Disability Championships have been invited to attend the banquet, and they will receive special recognition and Connecticut Swimming jackets. The Phillips 66 award, swimmer of the year award, outgoing board member plaques (will be presented at House of Delegates) and volunteer recognition awards were all discussed. A vote was taken to select the recipient of the Phillips 66 Award.
Meeting Schedule: Program Development meetings will be listed as tentative except for the February 13, 2001 meeting. A motion to accept the schedule as revised was made, seconded and approved.
LSC Championships: Bill Krumm suggested that the senior open be held in February so that swimmers could qualify for the sectional meet. A proposal to run the senior and age group championship meets as one meet was investigated. Bill Krumm drafted a format and George Miles a mock meet announcement which were presented at an open forum attended by 12 teams and several parents. There was opposition to the combined meet format. The proposed change in the procedural format of these meets would have to be approved by the Program Development Committees. Steve Carroll and Clark Cooper will research the bylaws to determine whether board or House of Delegates approval is also required.
Junior Coach Election Procedure: Bill Ball inquired whether the junior coaches representative was to be elected by one vote per team or one vote per coach. According to the bylaws, it is one vote per coach.
Reports of Officers
Athlete Representatives:
Lauren Taft informed the board that she has set up a web page for the athletes and that she and Nan are maintaining the site.Administrative Vice Chair: Clark Cooper reported that there were 40 applicants for scholar athlete recognition and 34 swimmers qualified. One three-year award certificate will be presented to Carrie Abildgaard. Clark commended the banquet co-chairs for their competent preparations.
Treasurer: Susan Lecza presented a preliminary end of the year treasurer's report. She obtained a proposal from John Tobin for this year's audit at the same fee as last year.
Finance: John McCann informed the board that our investments are doing well. John inquired about the possibility of reinstating Junior Nationals (as opposed to sectional meets) and, if the matter came up at convention, how the CSI delegates world vote. He proposed the possibility of surveying the Connecticut coaches for their preferences.
Senior Committee Chair: Tim Quill suggested that the word "qualifier" be dropped from the name of the February senior meet. Eleven thousand dollars was budgeted for senior travel; to date the requests total $9,116.00 with one swimmer yet to submit receipts.
Coaches Representatives: Bill Ball announced that Sara Massa was elected Junior Coaches Representative. Four coaches have applied for the coaches incentive grants. Bill Ball suggested that the grants be awarded on a point system with a minimum number of points being required. Bill was directed to choose the successful
applicants based on the information he has received.Program Operations Vice Chairman: Pam Libertiny stated that all of the meet announcements have been approved.
Coach at Large: Jeff Allen attended the recent ASCA convention in Cincinnati. At the ASCA coaches caucus, discussion took place suggesting the USA Swimming split into two House of Delegates; one for coaches and for lay people.
