BOARD OF DIRECTORS

MINUTES

January 16, 2008

General Chairman Jeff Gray called the meeting to order at the High Plains Community Center in Orange, CT at 7:35 P.M.

Present: Peter Boucher, Ed Doernberger (arrived 8:00 p.m.), Michael Ferraro, Dana Gnerre, Jeff Gray, David Heller, Mike Huffman, Chris Hug, Henk Jensen, Ellen Johnston, Rick Lewis, Susan Lecza (arrived 8:05 p.m.), Barry Silver, Jeff Scobee and Judy Snow

Not Present: Bruce Collins, Christine Pelham

Also Present: Nan Cooper

Approval of the Agenda: A motion to accept the Agenda and to add to the Agenda a Report of the Executive Committee Meeting conducted on November 19, 2007 was unanimously approved.

Approval of the Minutes: A motion to accept the minutes of the October 18, 2007 Board of Directors meeting was unanimously approved.

NEW BUSINESS

Chairman Gray reported on the Executive Committee Meeting conducted on November 19, 2007.

Discussions topics included the following

Board of Review Composition and athlete registration issues.

Complaint filed with Board of Review by CCAT. The complaint is currently pending before the Board of Review

Status of Senior Athlete Representative. Senior Athlete Representative voluntarily resigned from the position on December 26, 2007. As a result, no further action to be taken by the Board of Directors.

CSI is continuing its attempts to communicate with the CIAC regarding Athlete’s rights. To date, CIAC has not responded to CSI’s efforts to communicate with the CIAC. Chairman Gray will again correspond with the Executive Director of the CIAC regarding a meeting between the two organizations.

5 Outreach Swimmers registered with CSI in 2007 and 3 Outreach swimmers registered in 2008.

CSI Donation Policy

A Donation Policy was drafted by Jeff Scobee and Chris Hug. The Board discussed, revised and unanimously adopted a Donation Policy.

USA Swimming National Top 16 Recognition Program changes; Discussion conducted regarding USA Swimming National Top 16 Recognition Program changes. USA Swimming Program changes include the following:

Age Group Swimming – Recognition reduced from Top 16 to Top 10.

Top 10 Listing to be maintained for individual ages for swimmers ages 11 through 17.

Board discussion conducted regarding whether CT Swimming should follow USA Swimming revisions to Recognition Program or continue Recognition Program as done in the past. Revisions to Recognition Program would affect the number of swimmers invited to the annual CT Swimming Awards Banquet among other issues. The discussion indicated that a significant difference of opinion existed among Board members regarding whether to maintain Top 16 Recognition Program as it currently exists or to modify program to comply with the USA Swimming Program changes.

General Chair Gray requested that Administrative Vice Chair discuss and review these Program changes with all appropriate CSI committees and groups for further review and analysis.

May 2008 House of Delegates Meeting: Board agreed to invite Age Group Representative from USA Swimming to attend May 2008 CSI House of Delegates meeting to discuss participation and motivation of 10 and under swimmers.

USA Swimming and NCAA Club representation discussed: Non USA Swimming Clubs per USA Swimming are now allowed to participate in USA National meets. To set CT records, a swimmer must be a member of USA Swimming and registered with CT and representing CT either with a CT club or swimming unattached. Administrative Vice Chair to review these issues and report to the Board at the next meeting.

Reports of Officers

Administrative Vice Chair – Chris Hug No Report.

Treasurer – Sue Lecza Financial Report distributed by Sue Lecza. No issues or problems to report.

Finance Vice Chair – Jeff Scobee  Finance Committee to conduct Budget Meeting on February 7, 2008.

Age Group Committee – Peter Boucher Only 1 entry per team to be allowed in the 800 Free Relay at the SC Age Group Championship meet.

Only 3 relay only swimmers per age group and per gender permitted.

Marcy Berlinski (GLAST) elected CSI 2008 Short and Long Course Zone Team Head Coach. The Committee intends to select Assistant Zone Coaches in February for the Short Course Zone Team. The Committee is considering revisions to the Zone Policy in order to update the policy and rewrite certain job descriptions.

Cheshire has given approval to CSI for usage of their pool for Short Course Age Group Championships in 2009 should the committee decide to utilize it. The Committee intends to review Long Course Regional meet time standards.

Workshop being formulated as part of CAMPS program for parents, coaches and swimmers to assist CSI swimmers to swim competitively in college.

Senior Committee – Henk Jensen The Summer Long Course Senior Meet will be conducted on July 3 – 6, 2008. The Committee is considering Long Course Senior cut-off time revisions. Distinguished USA Swimming Coach Ernie Maglischo to conduct a Coaching Clinic in CT during April of 2008. Clinic Agenda and Site to be announced.

Program Development – Rick Lewis Summer Camps schedule set. Senior Long Course Meet will be conducted on July 4 weekend. There will be a week off after the Senior Meet. Thereafter, Long Course Regionals will be conducted on July 18 - 20, 2008 and the Long Course Age Group Meet will be conducted July 24 – 27, 2008.

Program Operations – Barry Silver The Long Course Bid Meeting will be conducted in Orange on Monday February 11, 2008 at 7:30 p.m. The Bid Package to be posted on the CSI website on January 17, 2008.

Technical Planning – Ellen Johnston Meeting to be conducted on January 21, 2008 to discuss, review and evaluate CT Swimming swim meet warm-up procedures and policies.

Coach Representative – Mike Ferraro Age Group and Senior Swimmers and Coaches to meet and discuss USA Swimming rule changes and issues.

Athlete Representative - Dana Gnerre No Report

Coach at Large – Christine Pelham No Report

Safety – Bruce Collins No Report

Officials – Mike Huffman Numerous Clinics for new and Experienced Officials have been conducted. Two CT Officials attended and officiated at Short Course Nationals: Carol Feeney and Bill Repass

Registration – Judy Snow Statistics were distributed regarding athlete and club registrations for 2008.

Next meeting to be conducted on April 23, 2008.

The meeting was adjourned at 9:40 P.M.
