Connecticut Swimming, Inc.
Sanction Fee Policy
1/6/06 Draft Proposal to Board of Directors
Adopted by the Board of Directors [insert date]
Introduction and Purpose
Connecticut Swimming, Inc. imposes a Sanction Fee for each meet sanction applied for and accepted by a host club, including Championships. The fee is refundable upon completion of all host responsibilities. The purpose of the fee is to ensure compliance with all CSI and USA Swimming policies and procedures, which in turn are intended to guarantee fair, high-quality competition opportunities for all swimmers and teams as well as the efficient and effective flow of vital information before and after meets. The fee is not intended to be a source of revenue for CSI. It is the desire of the Board of Directors that each meet host meet all requirements and receive a 100% Sanction Fee refund.
Procedure
Host clubs are required to submit payment of the Sanction Fee at the time their Meet Acceptance Form is submitted. A Sanction is not considered granted until payment is received, and may be revoked if the deadline is missed. Upon satisfactory receipt of all final reports from the meet host, CSI will within 14 days from the Monday following the meet refund the Sanction Fee less any deductions according to the schedule below.
Meets with Multiple Host Clubs
CSI from time to time may award a single Sanction to two or more host clubs. The host clubs are jointly and severally responsible for all requirements. CSI will accept a single payment for the co-hosted meet, but will make net refunds to each co-host directly. Deductions, if any, will be taken pro-rata from all co-hosts, regardless of any arrangements made to divide work requirements. CSI requires overall compliance and is not responsible for resolving disputes between co-hosts.

It is the sole responsibility of the Meet Host(s) to be familiar with all CSI policies, procedures, forms and deadlines.
Meet Hosts must provide a contact name, telephone number and email address for communication on all meet matters, and must notify the CSI Office should this contact information change.
Sanctions may be revoked and/or re-bid at the discretion of Program Operations if meet host misses deadlines and is unresponsive to requests from CT Swimming. In such case the meet will be deemed to be "cancelled" and the host club will be subject to the relevant cancellation deduction.
