House of Delegates

The annual meeting of the House of Delegates was held Tuesday October 18, 2005 at the High Plains Community Center in Orange, CT. Bill Krumm, General Chair, convened the meeting, welcomed attendees and guest speaker John McIlhargy. Out-going board members were thanked and presented plaques: Nick Cavataro (2003-2005), Ann Hughes (2003-2005), Dave Reilly (2003-2005) and Meg Whitaker(2003-2005).
Jeff Gray, Administrative Vice-Chair presented the 2004-2005 Connecticut Swimming Scholar-Athletes and Jeff Allen, Senior Committee Chair, presented the 2004-2005 Connecticut All-Senior Team. These athletes will receive Scholar-Athlete certificates and All-Senior caps at the Annual Awards Banquet. Congratulations!
Our guest speaker was John McIlhargy, Director, USA Swimming Facility Development Department. John gave an overview of the Facilities Department and the services it provides to assist USA Swimming clubs. These services include facility development, greater access to existing facilities, utilization of facilities and development of funding resources.
John cited statistics that show 70% of pools in the United States are older than 30 years, thus many facilities are faced with increased maintenance and repair costs. In addition, rising energy costs are inevitable. There is no question that facilities are facing cost increases and that these costs will be passed down to swim clubs. John encouraged clubs to prepare for these increases, be pro-active and begin working with their facilities to manage the increases.
Further, John emphasized that clubs or facilities must offer multiple programs in order to generate profits. Competitive swim programs, alone, do not raise enough revenue to cover costs. Other sources of revenue must be developed such as learn to swim, aqua-fitness, pool therapy, etc. Today, multi-pool facilities are built with attention to temperature, depth and access so that many different programs may be offered providing a stream of revenue.
USA Swimming Facility Department will provide assistance to USA Swimming clubs that wish to improve their pools infrastructure, increase revenue, develop programs, build pools, etc. These services are offered at no charge to USA Swimming clubs and USA Swimming will work with city and town recreation departments or privately held facilities.
